The Supreme Court said Wednesday that the officers of the Administrative Service of India (IAS) often try to affirm their supremacy over the officers of the Indian Police Service (IPS) and the Forest Service of India (IFS).
The observation of the Apex Court occurred during a hearing on the misuse of the Fund for the Management and Planning Authority of the Compensatory Forestry Fund (Campa) in Uttarakhand, which is intended for forestry and forest conservation.
A Bench of Judges Br Gavai and Agustín George Masih observed that, according to their experience as defenders and government judges, IAS officers often see themselves as superior to IPS and IFS officers.
Judge Gavai added that this problem persists in all states and has led to resentment among IPS and IFS officers.
“In my experience as a government defender for three years and a judge for 22 years, I can tell him that IAS officers want to show their supremacy about IPS and IFS officers … There is always a conflict in all states … There is always an heartburning between IP and IP that although they are part of the same picture, why they should treat them as superior,” and said the IPS GAVAV.
The Court also expressed concern about the misuse of Campa funds for non -admissible activities, such as buying portable iPhones and computers, and ordered the main secretary of Uttarakhand to present a sworn statement.
The court emphasized that the fund is intended to increase green coverage, and its inadequate use, together with the lack of interest deposit, is a serious problem.
The general lawyer Tushar Mehta, who was present during the hearing, assured the bank that he would seek to resolve such internal conflicts between the officers.
The Compensatory Forestry Fund Management and Planning Authority (Campa) is a key part of the Indian Environmental Policy Framework, designed to balance development needs with forest conservation.
