Winter Internship Programme at National Human Rights Commission (Offline): Apply by 27 Nov

The National Human Rights Commission has expressly been mandated to promote Human Rights literacy and awareness vide Section 12 (h) of the Protection of Human Rights Act, 1993. With a view to spread awareness among University students about the need for protection and promotion of Human Rights, the Commission has been regularly conducting ’Summer and Winter Internship Programmes since 1998 and 2000 respectively.

The National Human Rights Commission has expressly been mandated to promote Human Rights literacy and awareness vide Section 12 (h) of the Protection of  Human Rights Act, 1993. With a view to spread awareness among University students about the need for the protection and promotion of Human Rights, the Commission has been regularly conducting ’Summer and Winter Internship Programmes’ since 1998 and 2000 respectively.

Internship Duration

This year the “Winter Internship Programme (WIP) 2022” will commence on 16th December 2022 (Friday) to 5th January 2023 (Thursday) (21 days). Applications are invited from eligible students from the entire country.

Eligibility

Eligibility and selection criteria will be as follows:-

  1. Students who have completed 1st year and pursuing 2nd OR   3rd year of 3 year LL.B. Course are eligible to apply.
  2. Students who have completed 3 years OR VI Semester of 5 years Course of BA/ BBA. LLB., etc. and pursuing 4th OR 5th years are eligible to apply.
  3. Students pursuing LL.M. Courses.
  4. Students pursuing MA in Human Rights, Political Science, Sociology, Social Work {MSW), Criminology, Public Administration, Riira/ Development, History, Economics, Commerce, Anthropology, International Relations and any of the disciplines of Social Sciences mould be considered mirth preference to students pursuing their final year. Only students of regular courses at UGC Recognized Universities would be eligible.
  5. Students must have attained a minimum of 65% marks in Class XII and all subsequent semester exams.
  6. The applicant should not be more than 28 years of age as on 01.01.2022.
  7. Attested photocopies of mark-sheets (by Head of Department, where the student is presently studying) for each and every year / semester, are to be submitted or all the succeeding years on Class X onwards along with a Disability certificate (if applicable) failing which the application will be liable to be rejected. All the applications should be accompanied by a Letter of Recommendation (LOR) bearing the name, signature, date & rubber stamp/ seal of the Principal/HOD/Dean of the institute where the applicant is studying (See Annexure-I).
  8. Reservation as per extant Government of India guidelines for SC/ST/OBC/PWD category will be applied. Attested copy (by the Head of Department, where the student is presently studying) of Caste Certificate is required, failing which the application will be liable to be rejected. In the event of an insufficient number of applications in a particular reserved category being received, the Commission would have discretion of selecting the students from the General category.
  9. Efforts will be made to give representations to all the States/ UTs subject to receipt of adequate number of applications from the respective State/UT.
  10. A 300-500 words write-up (in Online form) on the topic “Reason for joining as Intern in NHRC” will be required to be submitted by the applicants, which would also be considered as a Statement of Purpose (SOP) along with the online application which would also serve as a basis for selection.

Taking the experience of the earlier Internship Programmes, this year maximum of 60 students will be admitted for Winter Internship Programme 2022. 5 students from Delhi and the NCR region may be kept on the Wait List. In the event that an intern drops out of the internship, those who have been put on the Waitlist may be called to join the internship no later than the second day of the Winter Internship Programme 2022.

The brief Course Structure of WIP 2022:

Approximately 65 sessions on various human rights issues are proposed to be covered to sensitive the interns. The WIP 2022 will include the following inputs:

  • Classroom sessions
  • Interaction with the Hon’ble Chairperson and Members of NHRC
  • Research project u°ork on Human Rights issues
  • Book Review
  • Films on Human Rights & Discussion – Child Labour issues, Anti Trafficking, Rights of the Elderly, Health and Education issues etc. and discussions
  • Field Visits
    • Visit Police Stations & Jail – The interns would observe and interact with Police officers/Jail Authorities and get an insight into the Jail and Correctional Administration.
    • NGOs- The interns mould visit NGOs where they can interact with Children and understand the problems.
    • Visit National Commission for Women / Minorities / Scheduled Castes / Scheduled Tribes – The interns would interact with officials of one of the above commissions and understand the nature of the work carried out there.

Rules and regulations governing the Internship Programme:

  • The interns have to get their registration done on the date of arrival.
  • They will have to attend the internship programme regularly without a break.
  • Their daily attendance will be marked on a register/ attendance sheet.
  • On completion of the  Internship,  certificates  will  be  issued  on  the  basis  of  performance on the following criteria:
    • Attendance, punctuality, Discipline, Participation in Class during sessions, Project presentations, Project Reports, field Visit Reports and Book Reviews.

Facilities for Interns:

  • The interns will be given a Kit/ Bag containing NHRC reading material and Intern Identity Card (Temporary).
  • Library facilities will be provided.
  • Internet facilities will be provided.
  • Tea and snacks twice a day, along with lunch, will be provided to the interns on all working days. For field visits, interns will be provided with packed meals.

Travelling Allowance & Stipend

  • The selected interns from outside Delhi will be allowed Sleeper AC 3 Tier train fare to New Delhi and back to their place of study through the shortest route.
  • All selected interns who successfully complete the internship will be paid an amount of Rs. 12,000/- (Rupees Twelve Thousand only) as a stipend.
  • Interns will have to make their own arrangements for living accommodation and local transport from and to the Commission for the duration of the internship programme.

Awards

  • Certificate of participation will be awarded to the candidates on the basis of the following parameters:
    • Attendance, Punctuality, Discipline, and participation in sessions are mandatory. Project presentation Project reports and Book Review have to be submitted timely.
  • Rs.15,000/-, Rs. 10,000/-, and Rs.5,000/- will be given as prize money for interns placed Ist, IInd, and IIIrd, respectively, for the Group Research Project.
  • The five interns with the highest marks for the Book Review will be rewarded in the form of books. They would be allowed to choose a book of their choice priced no higher than Rs.1,000/- each. If the price of the book exceeds the stipulated amount (Rs.1,000/-), the intern would be expected to bear the additional cost himself/herself.
  • The top three interns from the Declamation contest will be rewarded in the form of books. They would be allowed to choose a book of their choice priced no higher than Rs.1,000/- each. If the price of the book exceeds the stipulated amount (Rs.1,000/-), the intern would be expected to bear the additional cost himself/herself.

Application for WIP 2022

  • The last date for the submission of the application is 27th November, 2022 (11:59 PM).
  • Enclosed attested scanned copies of mark-sheet from 10th Standard onwards and the mark sheet of each year/Semester of the presently pursuing course (and recommendation by the concerned HOD/Dean/Principal, which should be of a date subsequent to the date of uploading this advertisement and for the presently pursued course.
  • In the absence of the following, the applications are liable to be rejected:
    •  Scanned attested mark-sheet from 10th & 12th Standard, all Semesters of the graduation course and mark sheet of all semesters of pursuing the course.
    • Statement of Purpose (SOP)
    • Scanned recommendation letter/ email by HOD/Dean/Principal concerned in the proforma (Annexure-I).
